The mission of SEC-TV is to empower residents in Southeastern Connecticut, to offer a wide array of programming, to inform, educate and give voice to the viewing public, and to educate and support the media by providing training and experience in video production.
SEC-TV is a 501(c)(3) non-profit organization.

Our Founding
Southeastern Connecticut Television (SEC-TV) was founded by Executive Director Frank Facchini, a lifelong resident of Southeastern Connecticut and a Board of Directors made up of community leaders including an Emmy Award winning television producer, a teacher, a former curator of the United States Navy Submarine Force Library and Museum, and an attorney.
How it Started
SEC-TV began operating in April of 2014 and the studio quickly became a digital town green, where people go to tell their stories and educate and inform the community. Productions at the studio and on location have increased significantly each year.
Our Team
Michael Anderson
Production Manager
Michael Anderson, the SEC-TV Production Manager, brings with him fifteen years of experience in producing internationally broadcast advertisements, music videos, short films and promotional video projects. In his professional life he has grown largely due to his dedication and devotion to becoming a filmmaker. Mike says working in a specialized industry has been difficult , but he has continued to be determined to reach his goals and meet high expectations. His goal is to always tell vivd and meaningful stories through video and to capture as much emotions from his audience as possible. He creates his films and videos by seeing projects through from pre-production to post-production. His greatest accomplishments to date have been producing a variety of video content for RedOne, a distinguished musical super producer. RedOne and he collaborated to produce his breakout music video “Don’t you need somebody”. Another notable accomplishment of his was producing content for the owner and CEO of West Coast Customs.
During college, Mike was awarded the 32 EVVY Award for Outstanding Cinematography, in 2013. In 2016 he produced and edited a music video with RedOne which as of this date has over 350 million views on YouTube. In 2017, he produced multiple videos weekly for West Coast Customs, many of which helped grow the company’s social media following by over 100 thousand followers. During his time in California, he was a freelance videographer and photographer for multiple clients in New England. Shooting cinematic digital video and film is a deep passion he possesses, and a skill he is always looking to grow with new experiences.
Frank Facchini
Executive Director
Frank founded Southeastern Connecticut Television, (SEC-TV), which was designated as the Community Access Television Provider for 5 towns in the region and opened its Groton studio in 2014. He serves as Executive Director and President. He previously managed a highly successful Community Access Television station for more than two decades, working with residents, schools, non-profit organizations, and state and local officials. When Frank created SEC-TV he received community-wide support and through fundraising and grant writing, he built a completely new Groton studio.
In 2022, when SEC-TV became the Community Access Television Provider for the Waterford region, Frank took on the responsibility of running the Waterford studio for 9 additional towns. He continues to fund raise and seek grants which he uses to overhaul and update the equipment at both the Groton and Waterford studios.
Although he enjoys traveling, Frank believes southeastern Connecticut is one of the best places to live. He actively encourages the community to tell their unique stories by taking advantage of the extraordinary opportunities that are available at our local media centers.
Drew Wilson
Community Access Coordinator
Andrew “Drew” Wilson is a Community Access Coordinator at the Waterford studio. A life-long resident of Connecticut, Drew studied screenwriting, animation and film and video production as an undergraduate at the University of Massachusetts at Amherst.
Drew became interested in making television at a young age after touring NBC Studios in New York City where he attended a taping of “Jeopardy” with its original host Art Fleming.
Drew enjoys combining art and technology and also works as a stagehand, video producer, and animator.
