The mission of SEC-TV is to empower residents in Southeastern Connecticut, to offer a wide array of programming, to inform, educate and give voice to the viewing public, and to educate and support the media by providing training and experience in video production.

Our Founding
Southeastern Connecticut Television (SEC-TV) was founded by Executive Director Frank Facchini, a lifelong resident of Southeastern Connecticut and a Board of Directors made up of community leaders including an Emmy Award winning television producer, a teacher, a former curator of the United States Navy Submarine Force Library and Museum, and an attorney.
How it Started
SEC-TV began operating in April of 2014 and the studio quickly became a digital town green, where people go to tell their stories and educate and inform the community. Productions at the studio and on location have increased significantly each year.
Our Team
Frank Fulchiero
Production Manager
Frank Fulchiero, the SEC-TV Production Manager, has been professionally involved with video production for 30 years. Frank worked as Digital Media Specialist at Connecticut College for 14 years, leaving in 2012. During that time he was responsible for all educational video and audio production, including support for students and faculty projects, software based and hardware based videoconferencing, video server configuration and management, and live stream encoding. Frank was responsible for managing and supporting two digital media creation labs.
Frank has been Production Manager at SEC-TV since it opened its doors in 2014, has overseen the production of thousands of community access shows, trained hundreds of volunteers, and manages and maintains all technical equipment.
Frank Facchini
Executive Director
Frank founded Southeastern Connecticut Television, (SEC-TV), which was designated as the Community Access Television Provider for 5 towns in the region and opened its Groton studio in 2014. He serves as Executive Director and President. He previously managed a highly successful Community Access Television station for more than two decades, working with residents, schools, non-profit organizations, and state and local officials. When Frank created SEC-TV he received community-wide support and through fundraising and grant writing, he built a completely new Groton studio.
In 2022, when SEC-TV became the Community Access Television Provider for the Waterford region, Frank took on the responsibility of running the Waterford studio for 9 additional towns. He continues to fund raise and seek grants which he uses to overhaul and update the equipment at both the Groton and Waterford studios.
Although he enjoys traveling, Frank believes southeastern Connecticut is one of the best places to live. He actively encourages the community to tell their unique stories by taking advantage of the extraordinary opportunities that are available at our local media centers.
Reggie LeHouillier Jr.
Community Access Coordinator
Reggie LeHouillier Jr, is a Community Access Coordinator at the Waterford studio with more than twenty years of experience. He is a lifelong resident of southeastern Connecticut. He trains and assists in all aspects of television production and schedules programs to air on our local cable channels and YouTube.
Reggie also publishes community announcements to inform viewers of local events throughout the region.
Reggie is an avid Uconn Women’s Basketball fan and in his free time he enjoys walking and the abundance of seafood our region has to offer.
He enjoys working with people and helping them tell stories that focus on and enrich the community.
Drew Wilson
Community Access Coordinator
Andrew “Drew” Wilson is a Community Access Coordinator at the Waterford studio. A life-long resident of Connecticut, Drew studied screenwriting, animation and film and video production as an undergraduate at the University of Massachusetts at Amherst.
Drew became interested in making television at a young age after touring NBC Studios in New York City where he attended a taping of “Jeopardy” with its original host Art Fleming.
Drew enjoys combining art and technology and also works as a stagehand, video producer, and animator.
